Nantucket Airport, Nantucket, MA

The Federal Aviation Administration (FAA) requires all air carrier airports to hold a full-scale emergency exercise every three years. These exercises are meant to test the ability of the airport, local emergency responders, hospitals, and other community agencies to mitigate a large-scale emergency event. Nantucket Memorial Airport conducted this exercise in April 2024, with the participation of their primary emergency response partners, Nantucket Fire Department, Nantucket Police Department, and Nantucket Cottage Hospital.

Code Red Consultants (CRC) assisted Nantucket Memorial Airport in planning and executing the 2024 Full Scale Exercise. CRC facilitated meetings with emergency response stakeholders to determine exercise goals beginning in November 2023, with individual objectives and key results created for each goal over the next several months. CRC used these goals and objectives to develop an exercise plan, controller-evaluator’s handbook, and evaluator guide for the exercise following the U.S. Department of Homeland Security HSEEP guidelines.

On the day of the exercise, emergency responders faced a simulated aircraft accident, which included 58 student volunteers from Nantucket High School acting as victims. CRC provided a team of controllers and evaluators to coordinate and observe the emergency response, including fire suppression, emergency medical triage, treatment, transport, and incident management. CRC performed a “hot wash” with emergency responders, airport staff, and volunteer victims after the exercise’s conclusion to allow all participants to share their insights and perspectives. Project deliverables included an After-Action Report, which reviewed all aspects of the exercise and identified strengths and areas of improvement as noted by the evaluators.

The Nantucket Memorial Airport has completed its renovation of the airport’s fuel facility. The facility was originally installed in 1998, and was recently upgraded to enhance reliability and to comply with modern fuel quality requirements. Existing piping, pumps, and control equipment were replaced through the “off season” to minimize the impact on aviation customers at the airport.

Code Red Consultants was the Registered Design Professional for the replacement of the existing fire protection and fire alarm system at the fuel facility. The original foam system, also installed in 1998, utilized PFAS-containing Aqueous Film Forming Foam (AFFF) which was to be removed as a part of the project. Code Red Consultants designed and oversaw the installation of a new Fluorine-Free Foam (FFF) fire suppression system to replace the existing AFFF system. Given that FFF technology is new to the market, the project had to balance the design limitations based on the evolving listings and standards that currently exist for this type of equipment, while still providing the appropriate level of fire protection for this hazard. Along with the foam system, the existing fire alarm system was removed and replaced, utilizing linear heat detection to automatically activate the foam system in case of a fire. The fire pump house was additionally reconfigured, to include a new fire pump for the facility. The design additionally had to contend with the corrosive marine environment at the Airport, as the fuel facility is less than 1,800 feet from the Atlantic Ocean.

In 2016, Elmira Corning Regional Airport, a county-owned public airport in Chemung County, New York, received a $40 million grant from the State of New York for use in a major redesign and revitalization project. The improvements aimed to increase airport passenger space by 25 percent by adding two new jet bridges, 300 new parking spaces, a new 3,000 SF bar and restaurant, and state-of-the-art passenger amenities. Designed by Fennick McCredie Architecture, the project included the demolition and reconstruction of the existing terminal to introduce new functional areas that are consistent with current airport standards of design. The new building includes ticketing, airline operations areas, baggage screening and handling, gateholds, concourse, and tenant spaces such as restaurants and retail shops.

Code Red Consultants was engaged to provide fire protection and life safety code consulting. The project needed to maintain a balance of functionality during construction such that the airport was able to remain operational throughout the construction process. The project’s scope and size required a complex solution for firewall separations to permit the desired openness between the nonsecure and secure portions of the airport under the roof of a connected singular structure.

Elmira Corning Regional Airport Modernization

MBTA Wollaston Station Improvements

The MBTA Wollaston Station Improvement project involves a full station modernization with major accessibility improvements, state-of-the-art safety features, and enhancements to the adjacent site/parking lot. The renovation project, part of the $911 million investment committed to improve the South Side Red Line, is the first major upgrade since the Wollaston Station opened in 1971. Currently, the station is the only non-ADA accessible station on the Red Line. The goal of the project is to fully modernize the facility with accessibility and code upgrades to bring the building into compliance and make the Red Line 100 percent accessible.

Features to the station include three new elevators, two new escalators, two additional stairways, new bathrooms, energy efficient lighting, and additional customer paths to/from the station. New electrical, fire protection, security, flooding mitigation, and site utility upgrades will also occur to support the accessibility improvements.

Code Red Consultants was engaged early in the design process to evaluate the compliance of the existing station in accordance with Massachusetts State Building Code, NFPA 130, and Architectural Access Board Regulations. The means of egress from the station was evaluated in accordance with NFPA 130 and was found to provide an insufficient number of exits and egress width from the platform. The accessibility of the station was also largely non-compliant.

One of the most significant challenges was addressing this single exit from the platform, which is centrally located between two tracks with substantial site constraints as it is elevated above grade. Code Red Consultants collaborated with the architect Kleinfelder to provide an egress path that goes up and over the tracks as a second compliant egress. Our firm’s evaluation helped dictate and shape the additional stairs and egress paths, as well as accessible routes to the platform, required to bring the facility into compliance.
